If anyone's curious, what you do to scale pixel art is count the number of actual pixels in each visible pixel, scale down the image using nearest neighbor method by that factor (eg 1920x1080 with 4 visible pixels goes down to 270 vertical res), do your editing (and make your canvas a multiple of your final res) then scale back up when exporting using NN and even multiples of your res.
