They don't need to copy a single country's culture or laws but they do need a system that allows for positive outside influence while also protecting their own interests.

If you grant greater technology to the individual, that individual can become more productive and more powerful. I'm pulling stuff here but, wouldn't that then lead to others without the technology to become subservient or to seek to acquire equal power in some form to negotiate? If then no one has the initiative to seek the power to trade, a mass would form to take down the powerful individual because they are a threat to their current way of life? Instead of trying to adapt themselves one by one the group kills off progress in the name of self preservation, the result would keep everyone as equally low.
