I use bionix as well and it depends on how big the GIF is and how many you have on at a time (because you can have a playlist) i just have one Gif in my playlist and its only a few MBs and it doesn't affect my fps at all

I have no idea, I don't play games much anymore.
But you can pause or stop BioniX before you enter the game if it presents a big problem.
Task Manager says it uses 14 mb of RAM and 0.1% of CPU
