Greyhawk hasnt had a lot written about it in novel form, and most of the GH material that WotC puts out are just revisions of the same stuff for the newest edition. Also, theres about 15 really high level characters up to this period, most are fluff folks characters will never see.
Compare that to FR, where theres a three novel series for every blade of grass on the whole world, along with 30+ mary sue trope characters every square meter.
GH just allows for a shitload more creative freedom as a dm and a player without a ton of handwaving of 'canon gone off the rails'
