Look at how cheap the blur of the background is, and how poorly it contrasts with the sharpness of the foreground. Everything in this image feels like it was taken from a completely different image, then pasted in in Photoshop. even the windows in the trees. The fact that the bike is too big for the girl is not an intentional detail, but one of the many oversights of this trashy Photoshop edit
All this on top of the fact that even if this was a completely original drawing, it would still be the most entry level fantasy art you could possibly find. There is nothing even remotely "evil" about this image.
