I wasn't able to find out who made it after an hour of reverse image searching one day.
I see this and try it again only to find the creator in a single Pinterest tag of one result on the 4th page.

It's good, but not everything lines up perfectly. I couldn't find a way to directly render a video using the canvas.
P.S. That still wallpaper you posted has a lot of jpeg on it. Using the gif, I got a high quality version of that frame.
