The photographer had to use a longer exposure time because it was taken at night when there is less light available, so you need a longer exposure to let more light in and see stuff. The embers from the fire are moving and dancing very quickly so in the time the camera shutter was open, those embers travelled those paths that you can see, and the camera, being a camera, recorded all of this.
Think of a long exposure picture as an incredibly short video, we're talking half a second to a second or two, that all gets recorded onto the same frame, stacking all the information on top of itself.
