If its just school work / office work, you could look into ex-lease office PC's. While they may be a bit old, they can be a good introduction into having a PC if all you have ever had is a PC.And if you want a bit more power, some of them can even be upgraded for not that much money.
If you do have a bit of money, and a pinch of courage, you could try and build your own. It sounds scary. But in today world, its also kinda easy. New egg has a built in AI that will help you build a pc by typing in something like "PC for home office". While it does miss things like monitors, Operating System, Mouse and keybord and such, it does get you a step in the right direction. The only difference with a pre built PC is you have to do it yourself.
But if you just want a box that turns on and works, that is not 2nd hand the ThinkCentre neo 50t Gen 4 Tower from Lenovo is a solid choice. Its from a reputable company, and does not cost the earth (at least by todays standards). Just make sure you option in that monitor!
