Every night around dusk he opens the blinds to his window and I can see a small red light (pic related). The light is like the one on an old school camera when its recording.

I've tried using my phone to get a better look, but so far the pics are too dark and blurry. I walked outside to get a better look, but from street level I can't see the red light. I even went over during the day to show him the photo ask him what it was but he didn't answer when i knocked on his door.

what should i do? can i use photo shop to lighten up the images? or maybe a setting on my phone?
