That was a movie I saw on a Hong Kong television channel named "Pearl" back in the 00s. They provide shows and movies in English with Cantonese subtitles sometimes.
Back to the movie, it was showing a conspiracy that people lives on the ground, under the rules of some animal-human hybrids live inside a castle hover in the sky. The shape of it looks like a Pyramid with a long escalator to the ground.
It's been about 20 years from the first time I saw it. If anyone can tell me its name, it will be thankful.
