i use pixlr as i havent pirated adobe yet, but i can't export as a fucking gif FOR SOME FUCKING REASON. Almost gave up on making this, I wanted to make a kewl gif of the st petersburg skyline at night, water moving and the stars faintly twinkling. This is for a project and potential wallpaper. Ill post the source image below, but heres my ask;

bring my vision to actuality, please. maybe without the clouds in the photo, gif format, doesn't have to be the greatest but i do want the main two criteria down, that of moving water and the sky doing its thing. pls.
