He is correct, the IMEI is basically the serial number of the SIM slot itself. The IMSI is the serial number of the SIM card. On some phones, eg. most Android phones, if you have root access, you can rewrite the IMEI to something else, but this is of questionable/limited value, because there are plenty of other hardware serial numbers/unique identifiers that the telcos can pull remotely via SS7.

Yes, but they're of limited value if you're using a burner phone & SIM that doesn't have a paper trail to you (ie. bought anonymously for cash), and you're not actively making/receiving a call or text at the time. The mistake most make is not disposing of the burner, and doing stupid shit like taking it home with them and having it powered on at home, linking it to their identity.

It advances up for every 550 meters from the distance you are from the tower. Using a yogi antenna inside a shielded pipe is not going to fool your location. Changing your imei (spoof) and sim card might work but seems like a lot of work considering broadcom and qualcom backdoors.
