I suppose you can argue that you can still get those advantages from simply investing skill points, but there's benefit in not having to.
It's not an incredibly important augment slot either way, I suppose. Augmentations are supposed to be situational, sure, but the two picks you get here are both kind of too situational.
I suppose it's just pure preference and playstyle dependent, then. I'd say the melee aug is more optimal.
Also, isn't it absolutely nonsensical that these are two separate augmentations?
I mean, the lifting heavy objects one, it works by making your arms stronger, right?
And the melee combat one, it also works by making your arms stronger.

What the fuck? So, the augmentation that lets you pick up a metal crate ten times or so your weight doesn't add any power to your hits, whatsoever? And vice versa, the augmentation that lets you smash in a power armor trooper's head with a baton doesn't allow you to pick up heavier stuff?
I know, I know, it's for gameplay purposes. But it's just funny.
And even then, actually. Why not mix these two augs into a single one, because of both of them being a little too situational already, and how it would fit a non-lethal player better if they had both effects at disposal?
I'm sure that it's one of the lesser used augmentation slots by most players, so, it does sound fair to make it more viable.
You could instead come up with another augmentation for the arms, and I just did - weapon accuracy and recoil.
