If they don't merge and Q develops, Q's wasting the time of everybody else (especially Rei who could be there in her place), and if Q doesn't develop then she was a total waste of a character in the first place since all she's done so far is insult the fanbase by existing at all.
I don't think it's likely, though. The fact that Q exists at all is, I think, a testament to how low Rebuild has fallen, and I don't see it improving at all in future.
