Already in 2.0 she acts differently than she did in the series and no one says (rightly) she is a different character, and in a different way than the series and 2.0 she also behaves in the manga, in the various spin-off products and, what the hell, already in the series in the alternate-reality sequence of episode 26, and when images from them are posted no one gripes "isn't-Rei".
The problem with Rei in "Q" is not that because she acts in a profoundly different way then she is another character, the problem with Rei in "Q" is that she is badly managed in what is ultimately a disappointing and bad movie.
To conclude, I don't know who regularly complains about Rei's images in blacksuit, but listen to me: you're annoying, and for stupid reasons.
