Between them, OW and BW had a timejumper who's true power is only known by precisely one man...who is also a fiercely protective gorilla supergenius that is the strongest being on earth, a walking tank that could take on entire companies of murderbots by himself, and a cyborg ninja who may actually be magic, to name a few. IMO at least these aren't the sort of people who you want to risk going rogue AGAIN.
Although to be fair even if it IS binding, it's possible the police just don't want to deal with it as long as they be good with their breaking the law. Lot easier to just ignore Tracer saving those people than it is to tell Wiston "Uh...no you can't have your friend back...please don't do what you did to Doomfist."(assuming you can even catch her). Although Mercy's fine, she doesn't really Overwatch anymore.
Eh, Jesse is also significantly less loyal than Lena imo, although at least he managed to stay good-ish after running off.

Yeah I get what you mean, and in the sake of fairness, there WOULD be a deal Overwatch could make that she would accept, it's just that they'd be insane TO make it. Plus nobody would be happy with it(even Moira wouldn't).
