I will concede that there is more reason to be disappointed than happy, but I also think you're accentuating the negative. You have no credit to give Uprising for the part where she lays out her ideals to Cap'n Jack? That's probably my favorite Tracer scene, because it demonstrates how serious her dedication is and shows her articulating it in a sincere, mature way. Sure, nothing in Uprising really wound up mattering, but it allowed her to show some depth and portrayed her as taking a proactive stance on something she valued. And as much as you and I may disagree on Emily and Reflections, it at least portrayed her as happy, at peace and doing what she loves. Heck, in a broad sense, even the cake short showed her setting a goal for herself, taking the initiative to pursue it, and using her wits and skills to accomplish it singlehandedly.
Her capacity for effectiveness is not alien; it just hasn't manifested in an appreciably canon way for a long time. This is going to sound like somewhat backhanded reassurance, but she's not special in that regard. Most characters are underutilized in some fashion. This is not unique to her, which brings me back to my main point: I don't believe she's being singled out, I think we're waiting for her next turn, and that Blizzard might even be deliberately trying to get people hungry to make bank on it as much as they can.
