Her second major appearance had her lose a critical fight with global implications in her own neighborhood, and even to this day over three years later, the writers still haven’t really confronted that or done anything with it. Furthermore, characters like Pharah and Symmetra have effectively been absent for years, and Lucio and Zenyatta have still done nothing at all. There have always been glaring problems; they were just easier to accept at the time because everything still felt fresh and the flow of new content was steadier. I would also prefer something that begets actual progression in the present, but I’ll happily and enthusiastically accept anything that portrays her as competent and effective again in the meantime, since it's still a massive improvement and gives me the first real reason to be hopeful for her in nearly two years.
But if you're disappointed, you could let us know what we can do to help brighten things up for you. Posting most underrated girl (in my opinion) because she deserves love too, and, as much as I love and adore Lena, I don't want this thread to be just about her.
