I would go for a system that allows you to customize your own hero with a massive pool of options in the form of skills and equipment. Campaigns are framed as the players forming a strike team and undertaking a mission, with established characters operating in the capacity of advisors or support if certain conditions are met. Statting existing characters, in my opinion, is -always- asking for trouble. Because as soon as Darth Vader walks onto the scene, you -know- every single player suddenly doesn't care about the mission. No stats helps keep the players focused by denying the campaign the chance to go off the rails. That's what you need; not Mr. Not-Genji and his flamethrower katana (because there -will- be one) saying "Aw yiss, I can totally take on Reaper, dude!" Ideally, anyone who thinks that should automatically find themselves in a cloud of smoke with the barrel of a shotgun pressed against their temple. Anyone who thinks they could tackle Tracer should automatically become disoriented by a blue whirlwind and wind up on their back with the wind knocked out of them as a polite voice asks them to play nicely. Anyone who wants to bomb Mei should automatically become encased in a block of ice. Anyone who tries to pull a fast one on Jack should automatically get the butt of a rifle to their face and wake up on the ground. I'm basically envisioning Shadowrun, but less grimdark.
