Their personalities are pandering as well, because the tsundere act and focus on Shinji is easily made into romantic tension, which is something otaku and the like crave.
The characters don't have the depth or quality besides these simple traits. Asuka really IS a cute tsundere in 3.0.

A new character is a new character, not a copy of an existing one, copying the same role. So while you say it's different, you have to also accept that the ways in which it is different are negligble, and the character is more a copy than it's own thing.
