Recently I was reading the spin-offs and one thing I realized is that even with all the bad situations that happened in Homura, including Rebellion, she still manages to be more reasonable and less malicious than several other magical girls. Some examples of the wishes of other magical girls:
Sasa (Oriko Extra Story; Wish: "For people who are better than I am to follow my every command"), pretends to be cheerful and trustworthy, but is incredibly vicious, arrogant, vindictive and manipulative, and that directly and indirectly caused several Other magical girls)
Kagari (Suzune Magica; Wish: "I want Suzune to experience the same suffering that Tsubaki did.") She loves to torture her victims, shows no remorse for the dead people in her plot, and almost has no empathy for others, her wish was disproportionate to Suzune's actions, which were more accidental)
