Kotori or Chihaya makes a good first route
It's a tough question but it helps to know that Kotori unlocks Shizuru and Chihaya unlocks Akane.
If you want emotional rides right away, shoot for Shizuru. For action, shoot for Akane. For a nice standalone experience conducted by Ryukishi07, that's Lucia's job.
