If two countries agree to lower barriers they effectively share a single economy. If both countries have an IT industry, for example, that industry will simply migrate to whichever country it's cheapest to operate in. This reduces the price of IT goods and services in the richer country to the level of the poorer one. The richer country haemorrhages skills and capital in this sector, since they cannot compete, which makes many people unemployed in the richer economy.
As more people are affected and made unemployed it creates resentment that lasts generations. Once this proportion of the population reaches 35% it's possible for a politician to win an election based entirely on protectionist economic policies. The only alternative a rival globalist politician can offer is government subsidies and mass migration which are unpopular with pre-globalised citizens. This is why globalist politicians often seek to institute policies to make the population more compliant by removing sources of national and ethnic pride, replacing them with global or transnational surrogates.
