If they have enough money to travel, they have earned it by ruthlessly stepping on the throats of their countrymen and their idea of "wealth" (that comes down to them from their history of aristocracy) is "being able to do what you want with no consequence". When a Chinese person who makes $100,000 USD/year (making him filthy rich by Chinese standards) scatters their trash everywhere, it's for two reasons; the first reason is because he's a disgusting peasant everywhere but his wallet and the second reason is that shitting where someone else eats shows how rich he is - he's above caring because his wealth insulates him from consequences.
Mainland Chinese should not be allowed to leave their pig sty of a country and those rangers should have blocked in the bus and threatened to fucking arrest the passengers until they picked up their garbage.
