As far as I can tell, the 2002 reboot was driven by the 4 Horsemen, who came to Mattel with their redesigns of all their favorite MotU characters from 1982-5. No thought was put into making the characters more appealing to boys born circa 1997. And that adult fan attitude carried into the cartoon Mattel funded:
"OK, we'll introduce everyone fans remember were in the first two years in the pilot. Characters from 1984 and beyond get origin episode. Kobra Khan's origin episode will be all about the other Snake Men, because that's what fans are expecting. Hey look, here's Mekaneck. Haha, his ability would be so useless in real life: let's do an episode about it giving him low self-esteem."
