What they mean is, during the movie it's entirely built around the brother and sister's conflict. When the first movie ended the sister was just a toddler, and as such it was implied that she kept tearing apart his sets because she didn't know how to play respectfully. At the beginning of the movie, we see that 5 years later the boy's built "Apocalypseburg" just to discourage his sister from taking his stuff, because she only likes colorful things. This is where all those "cool" sets come from.
The movie's ending shows that by this point all the sister wanted was to play with her brother, but by now their roles have reversed, and the boy smashes her peace treaty cake because he was fed up with her stealing his stuff. Of course, by the end of the film they make up, and learn how to respectfully play with eachother (and both of their worlds are seen as "merged", like the original Bricksburg but sparklier).
The problem many anons had with this was that the ending twist [spoilers, by the way] made the coolguy Rex out to be the ultimate badguy, because he didn't want both sides to be united peacefully.
This combined with the abandoning of Apocalypseburg came with the implication that "cool" sets aren't good, in some people's eyes. Personally I don't believe that's what was intended, but hey, whatever. Was a fun movie anyways.
