Toy Story was a toss-up, the TS3-era sets were mostly great but the TS4 sets are bad enough to bring it down to low.
Overwatch may be a bad theme due to being mistimed, being primarily a vehicles only theme with no setpieces, and bad minifig prints, but it's nowhere near as bad as Avatar or Cars were.
