They used to (or still do?) just let the machine rip through and manufacture stuff *nearly* nonstop, they don't just "make the perfect amount" for the X sets they produce.
This sometimes leaves literal thousands of extras just sitting somewhere. Look at the types of things people have extras of: they are weird, rare, unique things from one large set or so. Those parts are only used once or twice in the set, so they simply produced too many.
Things are also produced in different plants / countries / areas, and with the supply chain / logistics, that adds another layer of chaos.
The sketchy part is how they acquire them. They're not bootleg, they're just stock acquired by potentially shady means (they should have been destroyed, but got lost / stolen / forgotten about).
