Traffic? Fuck you. Someone took a while to find the keys to their front door? Fuck you, you were late. Preferable to be called lazy by frustrated customers than to get called lazy by your boss for not working fast enough.
Leaving a delivery attempt slip is such an easy out it's obviously the first thing someone's going to do to cut corners.
The fucked schedules + the easy workaround of the slips = A terrible system that actively incentivises people to do a worse job.
