Best guess, the tweaked size was either a cost-saving measure, or an attempt to solve potential figure joint issues (as we see sometimes with their other human figures, most recently Rat King).
The lack of shit flinging about April's joints and paint apps suggests to me that the latter was the case, and was successful - it's just a shame they forgot to rescale the head to match.
