There certainly have been sketchy things happening in the world of Lego, hell their entire existence is based on IP theft from KiddieCraft and vicious litigation to suppress competition. I went and re-read his comments about the Florida minifig parts and it seems to me he added on that part like it might account for some of the Joker figs in his total but without being certain about it. He states that he amassed them through Bricklink buys, which is consistent with his claim of buying out a bunch of sellers. He never claims to have bought 500 Joker figs from Legoland Florida - that's been inferred from his mentioning the "500 torso, legs, heads, hair parts and accessories" for about $200. To me that sounds more like about 40 complete minifigs which is more consistent with Build-a-Minifig practices eh. Again since neither of us have been to Legoland Florida we can't rule out that they may have had a promo or something and those minifig parts were available by that means - they aren't TLG outright and presumably have some differences in how they operate.
He claims multiple times to have receipts for everything which really should settle the matter conclusively, if the BL admins will ever respond to it.
