i'm pretty hard into lego now (for as far as my budget allows at least) I fucking love cars and making wacky minifigures from rare parts. The latter can be very pricey, but i've found that they get me so much joy and mileage making characters its justified splurge territory.
For cars i plan with pieces i have and on
Stud.io to get the specific bricks i want on bricklink. I don't really buy random car sets to see what i end up with anymore as my satisfactory level for a moc is a bit too advanced for that now.
However starting out that is the ideal place to learn and have fun. Moddign the existing cars. Than making more radically changed stuff or even completely new stuff with whatever parts you have and experimenting around. Going in digital might be a bit information overload as to where to start and what pieces actually exist in what colour and whatnot, if your build is actually stable or legal IRL.
I only really buy new sets when its really something special now as i know i don't do that much with sets on their own and i'm better off tracking down the loose parts. When i do i buy directly from lego.
I buy blindbags from the local store to fondle the ones i want out. If i see some crazy discount i might be tempted into buying a speedchamp. ( i use those parts a lot and like having their stickersheets)

I'd at first buy a few sets with a similar theme you like (cars, houses, brickbuilt animals) so you can mix and match and experiment with little 'useless leftover' pieces, maybe even with similar colours. Buying doubles of some things might be helpful for that too. (two creator trexes to build one omega robotrex for example)
