IIRC in some of the games all NPC trainers' pokemons' genders are random, including hers; while in some games they're set, but the different games with set genders don't all agree. And this isn't even taking into account the fact that the pokemon universe exists within a multiverse and we don't know for certain that the different games' Cynthia are even the same universe.
