It's pretty much implied that the reason there's no PWT in Galar is because Rose is horrified of foreign trainers. Galar might be competitive, but the overall skill level of the region is low. Leon himself always seems to have an excuse for why he doesn't fight outside of Galar. An NPC comments that Leon did not go to Hoenn after Steven challenged him because he was worried about how Galar pokeballs would function in other regions. I was very confused by this answer. When I played BDSP, there was no Leon superboss either. So Cynthia goes to Unova but Leon can't go to Sinnoh for some reason? Not a very good look.
We have to consider the pokemon being used too. Rillaboom is pretty gimped with its drums, something Togekiss can blow away pretty easily. Mega Garchomp cut through Charizard's flames too. I'm not trying to sound too cocky but I think it's fair to say Cynthia would AT LEAST 5-0 Leon.
