The statistics for pulling particular chase cards were not released by TPC themselves, they were largely determined by members of the community breaking packs that would have been affected by the theft. Images like pic related were determined using allegedly compromised packs. Articles were being published about how poor Fusion Strike's hit rate was. The fact that Fusion Strike was difficult to pull from was very common knowledge. I just don't know that it really matters whether or not it was intentional when the outcome was still the same. Although admittedly people's negative perception of the entire scenario might affect their buying habits in some way, logical or not. I personally just don't think it'll have enough of an effect to be noticeable.
What I COULD see is people being for more hesitant to buy boxes right away, in the hopes that someone stealing hits won't plunder later printing runs. But as another anon pointed out, SV already has a great pull rate so I think that will ease concerns.
