Why is Dora allowed to go with a talking monkey without adult supervision into dangerous environments? With Pokemon it's just how it is. It would counterintuitive to even explore this in great detail in a franchise that's all about capturing monsters and being rewarded for catching them all and that's why people play pokemon.
Pokemon went with making the pokemon the natural life of their world, digimon made them digital creatures, in SMT they're demons. Pokemon portrays them in a sorta pet like status and it makes sense. What kind of kid didn't want to have a tiger for a pet? Pokemon was also inspired by bug catching. The only people who make I've seen who make a big ruckus is waifufags who probably can't wrap that it's very possible that in the pokeverse someone takes their gardevoir waifu on a leash for a walk in the morning lmao
If you explore other franchises there's talking and intelligent animals that are, well, treated like animals. It's the way the people who created the franchise structured the universe. No need to overthink a children's franchise. If it bothers you stick to fanfiction or something.
