I don't remember anyone commenting on May or Dawn's chests at all, but if they're supposed to be as small or smaller than Misty? That means poor May's fan art REALLY drops the ball. But I'll die on this hill a thousand times that OS anime Misty is a loli with cute chest buds, not a busty teen the way she gets drawn by some artists.
Luckily there are lots of artists who get this right though. Big pet peeve of mine.
