The reason it's sexy to me is because it usually involves heavy grinding, so it gives me the big dopamine hit being able to "fix" their shit stats.
I get a beefed up machamp that I worked hard to ev train, fix its ivs and swap its abilities to something better.
I have something nice I worked hard for by the time I get to the elite four and it feels more special that way.
I get it though.
That's not appealing for everybody, especially when that is one of the appeals of pokemon!
That sort of stat progression is absent in the series. Instead the game is more focused on catching the right pokemon with good stats vs just grinding out stats mindlessly like any other JRPG. It's what is unique about the series.
I think the real reason that they add it to romhacks though, is that these romhacks are made to be played through once and then discarded. Unlike actual pokemon games where once you're done you can it add to home or whatever and it becomes part of your lifelong collection of monsters.
However nobody wants to spend hours breeding or catching boxes full of pokemon that you can't really do anything with after you beat the game and are stuck in pokemon cockgold.
