Water doesn't have many offensive merits on it's own. Many water types do get Ice Beam, but many offensive water types tend to get walled by other water types. Water is probably more suited towards a defensive role, considering that it has only two weaknesses. Adding upon that, the secondary typing should probably cancel out one of those weaknesses, so either Water/Ground, Water/Flying, or Water/Poison. Water/Ground and Water/Flying have x4 weaknesses, and Water/Poison has an immunity to being worn down by toxic, and resists fairy, so it should be Water/Poison. It should have good dual defenses, not caring about offensives much, and some kind of reliable recovery. It should also be hard to switch in to offensively, so it has Scald and Toxic to deter hard switches. It should also be hard to set up on, with either Unaware or Haze. If the ability isn't Unaware, it should have some other kind of defensive or disruptive ability, like Prankster for priority healing, or Regenerator for healing on switches. It should also have many types of disruptive moves that it can set up like Spikes or Toxic Spikes while on something that can't beat it.
