I think the problem isn't that Johto has bad distribution, but rather that Johto has a bad dex. Most of the cool Johtomons are either trade evos, starters or legendaries. Nobody wants to use fucking Ledian or Jumpluff.

They're not great.

Gen 2 has some of the worst stat distributions, if not THE worst, in the series history. So many cool designs with unusable stats, even for the general power levels of the time.
