Game Boy Advance upwards 3DS made a strong case for using ARM CPUs in a gaming console. That shit was not underpowered by any means. GBA may have skimped on sound potential and DS may not have the polygonal fidelity of a PSP but developers didn't shy out on the hardware of either in terms of vision.

DS' color palette was hundreds of thousands. Hell, Gen IV and Gen V uses 3D models for buildings and giving the map the illusion of depth so they've abandoned 100% 2D Pokémon much earlier than the 3DS.

The most 2D they may learn is how to draw, not how to sprite. Game Freak's turnaround rate usually means graduates cut their teeth there for maybe 1 or 2 games then look for another job.
Having a grad student who does know how to sprite probably means they won't last or at least Game Freak would be beneath their pay scale.
