Here there are two ways, you can establish a background of the character throughout the series (As in the case of Alain) or you can give him a pokemon that by default transmits that force (As in the case of Tobias) otherwise it feels unbelievable antagonism of this character and just comes off as cheeky filler.
So if you didn't want to build the development of these characters they should have limited them to the lowest class and given us characters that have a precedent for higher classes (Paul, Barry, Harrison, Gladion) or characters that the franchise itself already established as strong (Wikstom is a good example)
In short, the idea of a world tournament is one of the best ideas they have had, but its execution is terrible, all the characters behave as if it were just another orange league.
