I keep flip-flopping on whether Kiki was intended to be popular or not - he could have been as he's obviously extremely appealing and he's comparable to N and Lillie, having the narrative centered around him, but the lack of shilling implies otherwise, but the most likely scenario in my opinion is that he was not intended to be particularly popular *or* unpopular. He was just the result of the writers for the DLC using their possibly new-found creative freedom to create a bullshit-free rival story that focused on building an actually decent character one could grow fond of, and Kiki's design did the rest. There's no stupid "plz like this character!!!1" shit, there's just a decently-written story and a character that feels human, and the reaction to Kiki, whether it's loving him or hating him, reflects that.
