Bugsy barely had a defined personality so of course they can just write headcanons. The whole thing with him getting distracted because he's being autistic about Cricketune is literally a fanfic. It's funny, but it's a totally made up character aspect, because Bugsy is much more of a clean slate as a character as a gen 2 gym leader, they can just make shit up and no one will care
You can't do that with a character had a huge story focus like with Arven, you don't need to make up shit and can just work with all the canon material instead. Anyway point is that the story with Lillie and Bugsy is just about Lillie wanting to make music for some reason and Bugsy fucking it up at first, it has nothing to do with Christmas nor are there any interesting conflicts
