That being said, it's a flying type and has the superpowers granted all Pokemon. If that thing sat on your shoulder, it would not be pushing down with a full 33lbs. If it can carry you with Fly, it can also use air currents to mitigate its weight and "float," so to speak, even as it's using you to stand. It's a valid shouldermon. It's not like you're trying to have a Garchomp squat on your shoulder.
Funnily enough, Seagulls weigh like 5lbs. Eagles like maybe 10? It's regardless crazy that Farfetch'd can weigh that much. Where does it all go? Muscle? It's weak though...
