To do this in photoshop:
Use levels to fix the color by dragging the black up into its range, and then merge that layer into the background
Next use Filter > Noice > Noice reduction, play around with it and you will get it right even if you have no idea what you are doing.
I then cropped it, sad to see the picture became smaller though...
