Like, think about a boring trashy pokemon like say basic Audino. It can use Heal Bell and Wish so at least it acts as a cleric. Or say Blastoise. It's pretty shitty but it has rapid spin and okay bulk.
Eelektross just doesn't have any real tools. It can't take much of a hit, it's too slow to sweep, it has no moves to take advantage of its lack of type weakness, etc.
