Surf, Ice Beam, Flamethrower and Thunderbolt are TMs which is probably why they did it.
Plus to kind of bring them onto the same level as Psychic.
At any rate, it's a pretty small BP nerf that likely meant very little in the long run.

Moonblast is pretty crazy, though I agree.

Considering how shit Dazzling Gleam is like >>39236490 said, I don't mind Moonblast at 95, but they should reduce the 30% chance to like 20% when they get the chance.
For example, Togekiss doesn't get Moonblast, and most of them forego Dazzling Gleam despite STAB 120 SpA because of how bad it is.
I just want there to be more Fairy physical options, because not only is it a pain for in-game for mons like Azumarill and Granbull and Mawile to get them when they're around Lv 50, but in competitive there isn't even a weaker no-miss option for paranoids like me.

This can be explained in VGC terms which is what they balance stuff around. Since Intimidate is so common really strong physical attacks are needed to mitigate the stat drops from the physical side, while relying on special attacks has the benefits of no special Intimidate but now you have weaker attacks. That's the same reason why the Assault Vest only exists for the special side, since it's easier to buff yourself from the special side than the physical one in an Intimidate meta.

I don't think it's good coverage but it's alright as STAB if you're lucky enough to have moonblast or play rough. The only things I can think of that use it as coverage are special psychic types and mega absol.
