First of all, Vaporeon looks like it has no fur, so you'd be cuddling this icky dog that probably has its already gross skin covered in a gooey film like most aquatic life forms. Secondly, if you ever touched a fish, you know that those fins on Vap's ears and collar and back are probably the most uncomfortable thing amd will leave with at least 2-3 puncture wounds. I never liked Vaporeon. Flareon is obviously the best choice in terms of cuddling. Yes, it has the blandest design, but it probably emits heat and has soft fur perfect for hugging. For me, Flareon>Vaporeon always
