Dragons live for centuries - how old is 'old enough' for as short-lived a species as humans by comparison? Dragons are masters of the arcane and - depending on the canon - are extremely powerful entities usually depicted as highly intelligent, capable of speaking to and understanding pretty much any species in their respective worlds, including humans.
A lot of this still applies to Pokemon's dragons, especially the Legendaries like Lugia and Latias - they're psychic and can communicate across language barriers, showing to have human level or greater intellect, and they're almost all 'ancient' and thus well past sexual maturity. The question here is: do humans pass the test for them? In the case of Latias x Ash, it IS bestiality - for Latias. Ash is not at sexual maturity, he can't communicate with (or at least understand) a Pokemon in their native tongue, and he has shown to repeatedly make incredibly stupid decisions and frequently has to re-learn lessons he learned seasons ago. Latias is basically in love with a primitive animal - shame on her!
